VISION

“The Municipal Budget Office of Pan-ay envisions high competency in both financial and technical aspects in the preparation of the annual performance budget with effective and efficient work force and strong democratic leadership in response to the needs of the clients.”

MISSION

“The Municipal Budget Office shall undertake training programs and seminar-workshops on topics related to its nature of work as a capability building measure; ensure that there are enough available resources equipment and facilities to fulfill the jobs in effective and efficient manner; and encourage the full support and cooperation of municipal officials and the constituency for its efforts thereby ensuring delivery of full services to the clients and stakeholders.”

GOALS

  1. To carry on all municipal government, activities under a comprehensive calendar plan developed, authorized and executed in accordance with the existing laws, prevailing status and the principles of sound management;
  2. To provide for periodic review and disclosure of the budgetary status of the municipality in such detail that persons entrusted by law with the responsibility, as an enlightened citizenry can determine the adequacy of a budget taken, authorized or proposed and the true financial position of the municipal government.

Mangrove Forest

Mangrove forest in Panay is the largest in the province with an area of about 371.03 hectares. Reforestation sites are located in Brgy. Lat-asan and Buntod. It is part of the eco-tourism being promoted by the municipality. Mangrove serves as habitat to fishes, birds, and different species of animals; filter the water system from pollutants; and buffer zone for strong waves and currents protecting the people living in the coastal areas.

Napti Island

Napti is a small uninhabited island located north of Brgy. Agojo. From the mainland, it can be reached in 15 minutes by boat ride. Its shore is white made of white stones and coral reefs remains. Plenty of live coral reefs can be found in the surrounding coast, making it ideal for snorkelling and scuba diving.

The beach is 3-kilometer shoreline from Brgy. Buntod to Pawa its fine black sand, it is a conducive place for swimming, sunbathing, skim boarding and other beach activities.

Panay Church Bell

At top the church belfry, hangs the biggest bell in Asia. Its booming sound could be heard 8 kilometers away. It is about 7 feet tall, a base diameter of 5 feet and weighs 10.4 tons. Seventy sacks of coins were used to cast the giant bell in 1878. the inscription on the bell reads "Soy la vos de Dios que llevare y ensalzare el principio has el fin de esta pueblo de Panay para que los fieles de Jesus vengan a esta cas de Dios a recibir las gracia celestiales" (" I am god's voice shall echo and praise from one end to the other of the town of Panay, so that the faithful followers of Christ may come to this house of God to receive the heavenly graces").

Sta. Monica Church

Panay's centuries old church is the town's historic landmark and foremost tourist attraction. It is constructed in 1571 and completed in 1771. The grand structure is 70 meters long, 25 meters wide, 18 meters high and shaped in the form of a Latin cross. The 3-meter thick wall is made of coral blocks and the flooring of black Spanish marble, red tiles and ceramic. It has three(3) towering altars made of hardwood decorated with ornamental bas-reliefs and antique statues, a delicate expression of old Spanish Baroque. the church was declared as a "National Historical Landmark" by the National Historical Institute (NHI Board Res. No. 3).

HISTORY


Foundation

The Municipality of Panay is one of the oldest towns in the Philippines. It was founded by the Spanish Augustinian Friars in 1581 and it became the second Spanish settlement in the country next to Cebu.

Tales How Panay Got its Name

There are three myths on how Panay got its name. The first story tells that when the Spaniards came, they brought with them some bread to be offered to the natives. A Spaniard upon meeting with one o the natives handed the bread to him and said, “pan” but unluckily it fell to the ground and the native exclaimed “ay”, hence, Panay.
The second, was given by Datu Bankaya, a Malayan who left Aklan to explore the eastern part of the region. Finding a vast plain and suitable for rice farming, he called it “Pan Hay” a local term for “plains”.
The third and widely accepted came from a Spanish term “Hay Pan” which means “there is food”. With all these tales no one is really sure which the real etymology of the name is.

Panay as the second Spanish Settlement

After food shortages and attacks of the Portuguese, Don Miguel Lopez de Legazpi leaves Cebu and chose to settle in Panay because of its strategic location and abundance of food.
The earliest settlements on this town were located along the banks of the Panay River.

Meeting the People

The people of Panay headed by their chiefs Datu Madidong and Datu Macabaog welcomed the Spanish settlers. According to an Augustinian priest, “the inhabitants spoke sweetly and their pronunciation resembles that of the AndalucĂ­a’s.” Legazpi lived in Panay from the latter part of 1569 to the early part of 1571 when he sailed for Manila to pursue the conquest and Christianization of the island of Luzon.

Panay became the center of Catholicism in the entire Island. The Santa Monica Parish was first established in 1580 with Bartolome de Alcantara as its first curate. “Visitas” or annexes were built in the towns of Roxas City, Pontevedra, Pilar, Dao and Carles in Iloilo. Panay’s Sta. Monica was completed in 1771. The thick walls are made of coral blocks and the flooring is made of marbles and Spanish red tiles. It has three towering altars that display antique images.

The Biggest Catholic Church Bell in Asia
BellAtop the five-storey belfry is a gigantic bell whose booming sound can be heard within eight-kilometer radius. It is seven feet in height and diameter and weighs 10.4 metric tons. The Spanish curate from 1844 to 1886, Father Jose Beloso, cast the bell using 70 sacks of coins collected from the townspeople. The bell was completed on December 12, 1878.
