VISION

“The Municipal Budget Office of Pan-ay envisions high competency in both financial and technical aspects in the preparation of the annual performance budget with effective and efficient work force and strong democratic leadership in response to the needs of the clients.”

MISSION

“The Municipal Budget Office shall undertake training programs and seminar-workshops on topics related to its nature of work as a capability building measure; ensure that there are enough available resources equipment and facilities to fulfill the jobs in effective and efficient manner; and encourage the full support and cooperation of municipal officials and the constituency for its efforts thereby ensuring delivery of full services to the clients and stakeholders.”

GOALS

1. To carry on all municipal government, activities under a comprehensive calendar plan developed, authorized and executed in accordance with the existing laws, prevailing status and the principles of sound management;
3. To provide for periodic review and disclosure of the budgetary status of the municipality in such detail that persons entrusted by law with the responsibility, as an enlightened citizenry can determine the adequacy of a budget taken, authorized or proposed and the true financial position of the municipal government.

Through the years the municipal government of Panay had started to make a good use of its resources both natural wealth and man-made attractions like Villa Magdalena Resort Berjamin Plant and Flower Garden, Weny's Butterfly and Plant Garden and the Bibal Integrated and Organic Farm.

mangrove forest

Mangrove Forest

Mangrove forest in Panay is the largest in the province with an area of about 371.03 hectares. Reforestation sites are located in Brgy. Lat-asan and Buntod. It is part of the eco-tourism being promoted by the municipality. Mangrove serves as habitat to fishes, birds, and different species of animals; filter the water system from pollutants; and buffer zone for strong waves and currents protecting the people living in the coastal areas.

napti island

Napti Island

Napti is a small uninhabited island located north of Brgy. Agojo. From the mainland, it can be reached in 15 minutes by boat ride. Its shore is white made of white stones and coral reefs remains. Plenty of live coral reefs can be found in the surrounding coast, making it ideal for snorkelling and scuba diving.

The beach is 3-kilometer shoreline from Brgy. Buntod to Pawa its fine black sand, it is a conducive place for swimming, sunbathing, skim boarding and other beach activities.

Panay Church Bell

At top the church belfry, hangs the biggest bell in Asia. Its booming sound could be heard 8 kilometers away. It is about 7 feet tall, a base diameter of 5 feet and weighs 10.4 tons. Seventy sacks of coins were used to cast the giant bell in 1878. the inscription on the bell reads "Soy la vos de Dios que llevare y ensalzare el principio has el fin de esta pueblo de Panay para que los fieles de Jesus vengan a esta cas de Dios a recibir las gracia celestiales" (" I am god's voice shall echo and praise from one end to the other of the town of Panay, so that the faithful followers of Christ may come to this house of God to receive the heavenly graces").

sta.monica church

Sta. Monica Church

Panay's centuries old church is the town's historic landmark and foremost tourist attraction. It is constructed in 1571 and completed in 1771. The grand structure is 70 meters long, 25 meters wide, 18 meters high and shaped in the form of a Latin cross. The 3-meter thick wall is made of coral blocks and the flooring of black Spanish marble, red tiles and ceramic. It has three(3) towering altars made of hardwood decorated with ornamental bas-reliefs and antique statues, a delicate expression of old Spanish Baroque. the church was declared as a "National Historical Landmark" by the National Historical Institute (NHI Board Res. No. 3).
